Basis of the law



1. Person or group of people chose a set of rules and impose penalties on a person if

	the rules are broken


2. Person owns land, and sets rules which if broken result in the people living there either

	accepting penalties or no longer living on that land


3. by agreement, a large group of people agree with each other to have a legal system

	with rules and penalties


4. By tradition or historical convention, based on the history of the country and 

	previous systems.


5. By order of a judge or jury, because of personal preferance (e.g people from overseas)
